And as Taiwan&#39;s political and economic capital, Taipei stands at the heart of Asia.</p><p>The average flight time from Taiwan Taoyuan International Airport to seven major cities around the western Pacific is only 2 hours and 55 minutes. Three hours is what some people might need to drive from their home in the suburbs to their workplace in the city, but that is all you need to&nbsp;fly from Taipei to any of these vital global transfer points. In addition, Songshan Airport in Taipei also offers international, cross-strait, domestic flights and short-haul service. At 57.2 square kilometers in area, Keelung Harbor is Taiwan&rsquo;s second-largest port, and it is connected to the rest of Taiwan, including Hsinchu, in the heart of the island, by an excellent network of transportation. The harbor boasts56 wharfs (38&nbsp;for freight transport), over which passed more than 2&nbsp;million TEU (i.e., Twenty-Foot Equivalent Unit) in evey Year.</p><p>The average time needed to transport goods from Kaohsiung, Taiwan&rsquo;s largest port in the south, to the five largest ports in the Asia-Pacific region is less than 53 hours.</p><p>Over land, Taipei and Kaohsiung are linked by Taiwan&rsquo;s High-Speed Rail (HSR) system, which connects all the major cities on the western side of the island. On the HSR, a trip between Taipei and Kaohsiung&nbsp;take only 90 minutes.</p><p>Today, the HSR, Taiwan&#39;s traditional railway network, and Greater Taipei&#39;s Mass Rapid Transit System have converged to further enhance transportation in Taiwan. In the famed National Palace Museum, in Shilin, priceless Chinese cultural relics are housed in a collection considered the world&#39;s best; in addition, the city has literally hundreds of other public and private museums of humanities and technology. These museums provide a convenient means for people to learn and come into contact with culture. The city also boasts a municipal library with&nbsp;44 branches, housing over&nbsp;7 million volumes, all of which may be borrowed. Taipei is also home to world-class theatre and concerts, which not only offer classic works from various nations, but also nurture local artistic talent, melding traditional Chinese culture and Taiwan&#39;s local culture with international performing troupes such as Cloud Gate Dance Theatre and U-Theatre. Both of these groups were born and came of age in Taipei. Moreover, there are many locations where visitors may enjoy historic relics and the architecture of various nations. Taipei is an excellent destination for traditional Chinese language study, with numerous resources for language teaching and learning. Both credit and non-credit courses are</p><p>available at universities, and many Europeans and Americans choose to devote their vacations or even spend a year or two studying the Chinese language in Taipei. In terms of English language, starting in January, 2001, Taipei has promoted its &quot;Plan for a Bilingual Chinese-English Environment&quot;. The initiative focuses on improving bilingual education, and furthering international exchanges. The city of Taipei has likewise adopted the international standard Hanyu Pinyin system of Romanization, and has spared no effort</p><p>in creating an environment where both English and Chinese can thrive. After various elections and changes in the ruling party, democratic policies and national development still continue their smooth progress. Both are moving ahead, steadily spurring the achievement of further milestones and models in democratization. The 2004 World Freedom assessment report said that Taiwan is already a free country with &ldquo;first-class freedom for citizens.&rdquo; Under Taiwan&#39;s comprehensive and well-reasoned legal system, ample consultative resources, and enlightened system and mechanisms of public participation, businesses are guaranteed that a rational, fair system will be in operation to protect them. Over the past several decades, Taiwan&#39;s promotion of various economic development projects has created what the world commonly refers to as the &ldquo;Taiwan Economic Miracle.&rdquo; In recent years, due to the advent of globalization, Taipei has integrated the advantages of the existing third industrial sector to put muscle behind the establishment of a fair and open investment environment. This has created a place where a free economy is respected and a flourishing market is in full operation and has moved Taiwan toward a position as an Asia-Pacific Operations Center. In terms of the flow of information, a 2004 survey by Freedom House held that Taiwan enjoys the world&#39;s best freedom of the press.
